Please note this is for equine moving to competitive or exhibition events. This in lieu of the standard CVI. Other reasons to move will require the standard CVI and Coggins test result.

As of January 1, 2020, the Equine Event Permit will be replaced with the Extended Equine Certificate of Veterinary Inspection (EECVI). States will continue to honor existing permits until they expire, but as of January 1, 2020 only the new EECVI will be accepted.

Extended Equine Certificate of Veterinary Inspection (EECVI): The EECVI allows an individual to transport an equine for purposes other than change of ownership. Most states require a certificate of veterinary inspection (CVI) and a negative test for Equine Infectious Anemia (EIA). The CVI or health certificate requires that a veterinarian inspect each equine for signs of disease to ensure that it appears healthy for travel. The EECVI extends the original timeframe of a CVI from 30 days to six (6) months from the CVI inspection date or until the expiration of the EIA test, whichever comes first. Prior to each movement, the equine owner or agent must log into the database and obtain a Health Declaration and Movement Permit (HDMP). To remain a valid document, the EIA test form and the HDMP must be kept together (official digital copies are acceptable). More states accept the EECVI than the current permit and the EECVI offers a digital format that is available to owners 24/7.

Horse Owner/Agent Checklist

  • Schedule an appointment for your veterinarian to examine your equine. Go over the movement process with your veterinarian, including your health declaration.
  • Provide an origin address where your equine is stabled
  • Have a legible copy of a negative EIA test. If the EIA test is not valid for at least 6 more months, a new EIA test can be drawn, or the system will shorten the expiration date of the EECVI to the date when the EIA test expires.
  • Be aware of official identification requirements for your destination(s). Not all states accept all forms of official identification.
  • Keep proof of official identification at all times when not in your state of origin.
  • When it’s time to travel with your horse, log on to obtain a Health Declaration & Movement Permit (HDMP) prior to each interstate movement, enter the following information:
    1. Origin, destination, date of movement, purpose of movement
    2. Affirm that the horse has not shown any signs of sickness in the past 7 days or has been cleared by a veterinarian for movement.
    3. Download or print the HDMP at no charge.
